OCIP vs. CCIP: Planning a Controlled Insurance Program

Compare owner-controlled and contractor-controlled insurance programs and the questions to discuss when structuring a construction project placement.

Who sponsors the program?

The starting difference is sponsorship. An Owner-Controlled Insurance Program (OCIP) is sponsored by the owner; a Contractor-Controlled Insurance Program (CCIP) is sponsored by the contractor. Both are approaches to coordinating insurance around construction work, but the name alone does not tell you who is enrolled or exactly what is covered.

Define the project and participating entities

Before selecting a structure, identify the projects, entities and operations involved. Discuss the expected construction period, any rolling project schedule, and which participants would be included in the proposed program. Enrollment and policy terms matter as much as the sponsor’s identity.

Ask the broker and underwriting team how the intended program relates to existing annual insurance and any other project policies. Confirm responsibilities for enrollment, servicing and communicating requirements to participating contractors.

Review the liability structure

Primary Casualty and Excess Casualty can be discussed together when structuring a placement. Property under construction raises a separate Builder’s Risk conversation.

The policy forms, limits, exclusions, covered operations and project requirements determine the actual protection. A program acronym cannot replace that review.

Learn from real placements

Shepherd’s rolling CCIP program in Utah and Idaho describes a multi-project placement. The Flatiron–Myers highway expansion story shows how primary and excess casualty can be considered together for a large project.

These are examples of individual underwriting decisions. For a new account, review Shepherd’s Controlled Insurance Programs and contact the team with the project context.
